The
results of the monitoring and analyzes conducted by the Office of the Human
Rights Defender of the RA prove that the humanitarian disaster in
Nagorno-Karabakh is deepening hour by hour.
According
to publicly available sources and information received from citizens, as a
result of the attack by the Azerbaijani armed forces, there is a large number
of killed and injured, including among civilian population, also children.
Due
to the hostilities, a large number of civilians, including children, women, and
the elderly, were evacuated from various settlements in Nagorno-Karabakh. A
review of publicly available sources indicates that civilian settlements and
infrastructures were directly targeted. Open source publications and alerts
received from citizens indicate that the civilian population is terrorized and
has obvious concerns about their life and safety.
Azerbaijan
has targeted vital infrastructures, resulting in disruptions in electricity and
gas supplies. The people in the basements were left without food, water,
electricity and other basic living conditions.
According
to the monitored information, the provision of health services has been
disrupted, including due to the absence of necessary medical equipment,
medicines, even first aid supplies.
This
situation also led to mass violations of the fundamental rights of about 30,000
children in Nagorno-Karabakh, including the rights to life, security,
education, health care, necessary living conditions and other fundamental
rights.
The
Office of the Human Rights Defender also conducted monitoring of Azerbaijani
public sources and social media publications disseminated over the past two
days. The results reveal an alarming trend where calls for violence,
encompassing physical reprisals, sexual threats, and hate speech, are
continuously being disseminated across various social groups and online
platforms.
These
publications notably include photos of Armenians seeking information about the
whereabouts of their relatives living in Nagorno-Karabakh. They not only serve
as evidence of Armenophobic sentiment deeply ingrained within the Azerbaijani
society but, in light of recent events, also indicate the existence of real
threats of physical harassment against Armenians, particularly women and
children, who were especially targeted. Therefore, it is important to refrain
from disseminating information concerning individuals whose whereabouts remain
unknown through public sources, as this makes them susceptible to targeting by
Azerbaijani users. Concurrently, public figures, especially members of
parliament continue to use aggressive rhetoric and threats of use of force in
their publications.
Thus,
the actions of the Azerbaijani armed forces, official statements, media
publications, as well as the posts of Azerbaijani social media users clearly
testify to the intent of the Azerbaijani authorities to carry out ethnic
cleansing in Nagorno-Karabakh.
The aforementioned reaffirms that
Azerbaijan is implementing a genocidal policy. Therefore, the response and
active steps of institutions with a mandate for human rights protection must be
commensurate.
