Today,
from early morning of September 1, in the immediate vicinity of Sotk and
Norabak sectors of Gegharkunik region, the armed forces of Azerbaijan have
taken hostile actions, opening fire from various caliber weapons in the
direction of Armenian positions. The armed forces of Azerbaijan also used ATS
and mortars, as a result of which the right to life and health of the Armenian
servicemen ensuring the security of the border population of the Republic of
Armenia was violated. The Armenian side has 3 victims and 2 wounded.
The
use of large-caliber weapons by the Azerbaijani armed forces against civilian
settlements also undermines the life, health and other fundamental rights of
the civilian population.
The
Human Rights Defender received alerts that the shots could be clearly heard in
the settlements, as a result of which the residents were terrified. In Sotk,
agricultural work has been completely stopped, the harvested grass has remained
in the fields, and people are unable to collect it and transport it to the
village. In addition, the agricultural equipment (tractor) remained in the
field, the driver, being concerned that he might be targeted, did not approach
the equipment.
The
Human Rights Defender emphasizes once again that the shootings of the Azerbaijani
armed forces in the immediate vicinity of the settlements, including the use of
large-caliber weapons, also have the purpose of terrifying the civilian
population, keeping them in a constant state of stress and anxiety.
These
actions of the armed forces of Azerbaijan grossly violate the principles of
international law, pose a real threat to the right to life and safety of
people, as well as other fundamental rights.
