The
specialized unit of the Human Rights Defender's staff, that is the Department
for the Protection of the Rights of Servicemen and their Family Members,
monitored the state of citizens' rights during the 2023 summer conscription
round-the-clock.
During
the mentioned period, 64 written and verbal complaints were received from the
conscripts and their parents to the Defender's staff. The complaints were
mainly related to medical examinations and health examinations, granting
deferments based on family conditions and significant achievements, among other
issues.
In
the written procedure, 25 complaints were discussed, in the case of 7, a quick
response was implemented, and the Ombudsman's staff contributed to the solution
of another 32 citizens' issues through counseling.
During
the conscription phase, daily contact was maintained with the Human Rights and
Integrity Center of the Ministry of Defence, a number of units of the
conscription and mobilization service (military commissariats), and medical and
military medical committees. Regarding the issues raised by the citizens,
letters were addressed to the Ministry of Defense with requests for
clarifications and suggestions, and discussions were held with the military
commissariats, the Central Medical Commission, and the competent units of the
Ministry of Defense.
Consequently,
conscripts were provided with referrals for medical examinations, repeated
examinations were appointed.
The
Defender visited the Central Gathering Point of the Ministry of Defense and
observed the conscription process on the spot: the recorded problems were
addressed to the competent authorities. With the intervention of the Human
Rights Defender and in cooperation with the Ministry of Defense, a number of
conscripts were re-submitted to the examination of the Central Medical
Commission, citizens were granted deferments, exempted from mandatory military
service due to health conditions or as accepted for military service with
limitations, etc.
Complaints
continue to be received by the staff regarding the summer conscription of 2023.
