The
Human Rights Defender Anahit Manasyan held discussions with international
partners and representatives of various organizations regarding the case of
abduction of a 68-year-old citizen by Azerbaijan who was being transported to
Armenia for treatment under the auspices of the International Committee of the
Red Cross.
In
particular, they were presented with the results of the studies and
examinations, in accordance with which there is no information regarding Vagif
Khachatryan's search in any international intelligence system, and the unlawful
interference with the fundamental rights of a person is a violation of
international legal guarantees and standards.
Corresponding
letters have been sent to competent international institutions with a mandate
to protect human rights. In this direction, the actions with international
partners continue.
Anahit
Manasyan also met with the relatives of the abducted citizen, who were
presented the details of the works being carried out, but not subject to
publication.
The
Defender states that Vagif Khachatryan is a person under international
humanitarian protection, who was being transported to Armenia under the
auspices of the ICRC in order to receive treatment. Therefore, the latter's
abduction by the border guards of Azerbaijan is a gross violation of
international humanitarian law.
The
Human Rights Defender recorded cases when the relatives of Vagif Khachatryan,
including minors, were targeted by Azerbaijanis on social networks,
particularly on Telegram channels, which is highly unacceptable and
condemnable. The Defender emphasizes that this phenomenon is another proof of
the Armenaphobic policy conducted by Azerbaijan.
