compatriots,
I
congratulate all of us on the occasion of the Constitution Day of the Republic
of Armenia.
The
Constitution is the guarantee of the protection of human rights and freedoms,
the creation and provision of necessary conditions for their realization, as
well as the inalienability of human dignity.
On
the occasion of this symbolic day, I would like to emphasize once
again the role of the Human Rights
Defender in protecting and ensuring the fundamental rights and freedoms
stipulated by the Constitution as well as the rule of law, which is the most
important feature of the legal state.
My
experience of these years in the field of constitutional law suggests that it
is necessary to invest maximum efforts in the direction of improving the
constitutional structures of guaranteeing fundamental rights and freedoms and
the practice of their implementation. There is no other way to achieve the goal
of building a stable and democratic society.
The
key guarantee for the establishment and strengthening the legal state is the respect for the Constitution and the rights guaranteed thereby.
