Today, on May 23, the Human Rights Defender Ms.
Anahit Manasyan gave a speech at the launching event of the “Partnership for
Good Governance 2023-2027” project implemented by the European Union and the
Council of Europe for the Eastern Partnership countries.
Among several subjects, the speakers also
discussed issues related to the promotion of equality and the exclusion of
discrimination in the society, protection of women’s rights and the prevention
of all forms of violence against them, and issues related to the importance of
the accessibility of justice in that regard.
Ms. Anahit Manasyan stressed that the widespread
dissemination of hate speech continues to remain one of the main issues in the
sphere of human rights protection.
“The fight against discrimination, hate speech,
and hate crimes continues to remain a priority for the Human Rights Defender.
From the viewpoint of the effective fight against hate speech, the improvement
of data collection mechanism is of critical importance. Our analyses prove that
there is also the need to develop the capacities of the representatives of law
enforcement bodies and judges, for them to be able to identify and evaluate
hate speech, based on international standards, including the case law of the
European Court of Human Rights.” stated the Defender.
The Defender also referred to the importance of
adopting a comprehensive anti-discrimination legislation. Although the “Law on
Ensuring Equality” has been circulated, and widely discussed publicly in 2019,
it still has not been adopted.
