The Office of the Human Rights Defender summarized the results of monitoring visits conducted in the villages of Azatamut, Baghanis, Kirants, Voskepar, Nerkin Karmiraghbyur, Norashen, Movses, Aygepar, Chinari, Aygedzor, Artsvaberd, Choratan, Berkaber, Barekamavan, Sarigyugh, Koti of Tavush province on July 25-28, 2022.
During the monitoring visits, the possibilities and issues of providing medical assistance and care to the residents and a number of issues on the socio-economic rights of the residents were examined.
Within the framework of the visits, special attention was paid to the study of the needs and conditions of the realization of the child's right to education, and opportunities for the creation of an inclusive environment.
For this purpose, private interviews were held with residents, discussions were carried out with representatives and responsible persons of the pre-school educational institutions and other educational institutions, and representatives of a series of non-governmental organizations.
The individual and systemic issues raised during the visits were also discussed with the representatives of the municipalities, the staff providing medical assistance and care to the administrative districts, as well as with the competent bodies of the field.
The results of the monitoring visits, taking into account the information and clarifications submitted to the Defender's Office by the competent state and local bodies at the time of this publication, testify about a number of systemic issues, including:
1. the security sector, as well as the human right of access to information in a proper and available manner,
2. the supply of potable and irrigation water and gas,
3. ensuring the occupation of residents,
4. the child's right to education, including lack of multidisciplinary teams in preschool and general educational institutions, access to specific professional services,
5. the process of providing disability status,
6. the awareness of the procedure for providing support measures,
7. the right to health care, including the building conditions and logistical equipment of subdivisions of the centers providing medical care and service to the administrative districts, access to medicines and a number of medical services,
8. the existing legal regulations for granting permission for collecting wood to each family.
The detailed observations on these and other recorded systemic issues, the recommendations and positions of the Defender regarding their solution were presented to the Government of Armenia, eligible bodies, the Office of the Representative for International Legal Affairs, and within the jurisdiction of the Defender, the individual issues were discussed and presented to the competent state and local self-government bodies.
