On June 6-8, 2022, the Human Rights Defender and the representatives of the Defender’s Office conducted visits to the military units and military hospital located in Syunik and Vayots Dzor provinces of Armenia, to properly analyze the complaints addressed to the Human Rights Defender’s Office, to get acquainted with the status of the protection of the rights of the servicemen and to conduct monitoring.
During the visits, the representatives of the Ministry of Defense and the Armed Forces demonstrated a high level of cooperation.
During the monitoring visit, the quality of medical care, discipline, and food provided to servicemen were studied.
The representatives of the Defender conducted private interviews with private servicemen, and servicemen of the officer and non-commissioned officer corps. The relevant issues were registered on site and their possible solutions were discussed with the commanding staff.
During the private interviews held with the conscripts, special attention was paid to issues related to their health status, as well as to the conditions of service of servicemen conducting limited service.
Several issues which were raised by the servicemen (referral to the military hospital, granting leave, etc.) were discussed with the commanding staff of the military unit. And to better address the raised issues, mechanism to improve the cooperation were discussed with the commanding staff.
Issues related to increasing the appeal of the military service, staffing, housing security, providing additional privileges to servicemen, and ensuring service discipline were discussed with the officer corps.
Within the framework of the visit to the military hospital, issues related to the quality of medical care provided to the servicemen, scheduled surgeries, the workload of the hospital. Issues concerning military doctors, including issues related to staffing and the adequacy of the medical equipment, were discussed with the management of the hospital.
The Human Rights Defender’s Office will summarize the results of the visits, after which relevant letters will be addressed to the Ministry of Defense of Armenia.
The situation of human rights in the Armed Forces, and the increase of the status of the officer corps are under the immediate and daily attention of the Human Rights Defender.
