Cases of obstruction of the implementation of the mandate of the Human
Rights Defender of Armenia by certain lawyers have been registered by the
representatives of the Defender, during the rapid response visits conducted
over the past few days.
In particular, some lawyers instructed the apprehended persons not to
have private interviews with the representatives of the Office of the Human
Rights Defender, and not to provide them any information.
In this context, it is important to stress that lawyers are considered
valued colleagues of the Human Rights Defender, and their professional
activities is of particular importance in terms of the effectiveness of the activities
of the Office of the Human Rights Defender.
The cooperation and trust between lawyers and the Office of the Human
Rights Defender is of utmost importance. First and foremost, it is in the
interest of the persons deprived of their liberty.
Therefore, I call to refrain from harmful practices, which can violate
the constitutional right of every individual to receive the assistance of the
Human Rights Defender, and can have a negative effect on the professional
reputation of the lawyer.
At the same time, it should be equally emphasized that during the
recent rapid response visits, many lawyers have demonstrated a collaborative
and cooperative approach with the representatives of the Human Rights Defender,
which has assisted in the formation of a better understanding at the Office of
the Human Rights Defender of the violations of the rights of persons and the
problematic practices of the Police, and the registration of the violations.
Traditionally, a high-level and effective collaboration has been established
between the Office of the Human Rights Defender and of Advocates of the
Republic of Armenia, which serves the effective protection of the human rights
and freedoms.
