The Human Rights Defender of Armenia, Ms. Kristinne
Grigoryan, is in Paris on a working visit. On April 27, the Defender met
with the Ambassador for Human Rights of the Ministry of Foreign Affairs of
France, Ms. Delphine Borione, the French Co-Chair of the OSCE Minsk Group,
Ambassador Mr. Brice Roquefeuil, and representatives of the Continental Europe
Directorate of the Ministry of Foreign Affairs of France.
During the meetings, the Defender presented the
mandate of the Human Rights Defender’s institution, current challenges and
priorities.
Referring to the results of the visit of Defender’s
institution to Artsakh and the border communities of Armenia, the Defender
presented the pressure on the Armenians of Artsakh by the Azerbaijani armed
forces, including psychological pressure, and then the insurmountable
conditions explicitly created for physical immunity and security, the ultimate
goal of which is the eviction of Armenians from Artsakh.
Ms. Kristinne Grigoryan presented the details of her
private meetings with the relatives of the captives and missing persons and
expressed concern over Azerbaijan's continued non-fulfillment of its
international obligations and commitment under a trilateral statement
concerning the immediate return of POW’s and captives.
The Ambassador for Human Rights of the Ministry of
Foreign Affairs of France, Ms. Delphine Borione presented her mission in the
field of human rights protection during the meeting. Ms. Borione outlined the
current challenges to the global understanding of human rights, sadly noting
that modern conflicts are the most significant challenges in this regard. The
parties outlined their readiness to cooperate on the agenda of women's
empowerment. Ms. Kristinne Grigoryan invited Ms. Borione to Armenia.
In his speech, the French Co-Chair of the OSCE Minsk
Group, Ambassador Mr. Brice Roquefeuil, expressed concern over the unresolved
humanitarian issues after the war. Ambassador Roquefeuil praised the Defender’s
approach to always keep the spotlight on and support the solution to various
problems of the families of captives and missing persons.
Within the framework of the meetings, Ms. Kristinne
Grigoryan also stressed the urgency to increase the number of international
organizations and, in general, the international representation in Artsakh as
an additional guarantee for the rights and normal life of the Armenians of
Artsakh.
