On December 7, 2020, the
Human Rights Defender of Armenia presented to the members of the French Senate
and to the deputies of the French National Assembly the human rights violations
in the post-war period, and the continuous genocidal policy of Azerbaijan.
The Human Rights Defender
noted that the current priority is the restoration of the normal life, rights
and security of the border residents of Armenia, since the rights of people
living in the border areas of our country are violated every day by the actions
of the Azerbaijani armed forces, which are organized by the Azerbaijani
authorities.
Hence, there is a single
solution- Azerbaijani armed serviceman should be removed from the vicinity of
our villages (and in certain cases from the vicinity of the houses of the
residents) and from the roads connecting Armenian communities. This refers to
all their deployments, and not only to their incursions into the sovereign
territory of the Republic of Armenia on May, 2021.
A demilitarized security
zone should be created.
The decision on who
controls a certain territory should be made in the future, through a border
demarcation and delimitation process.
These demands are in line
with international standards and practice (OSCE, UN, etc.)
The Human Rights Defender
also made a reference to the torture and inhuman treatment of Armenian captives
in Azerbaijan, adding that Armenian captives are still unlawfully kept in
Azerbaijan, and are subjected to fake trials. This is done for the purpose of
political bargaining, which is a gross violation of international human rights
standards.
