The Human Rights Defender
of Armenia hosted the newly-appointed Ambassador of France to Armenia H.E. Ms.
Anne Louyot.
Mr. Arman Tatoyan
congratulated the Ambassador for assuming this important mission.
The Defender specifically
noted the highly-valued cooperation with the former Ambassador H.E. Mr. Jonathan Lacôte, expressing confidence that it
will continue.
The Human Rights Defender
of Armenia highly assessed the professional and selfless work of French
journalists during the September-November 2020 war.
During the meeting, the
Defender presented evidence to the Ambassador which confirm the violations of
the rights of the border residents of Armenia by the Azerbaijani armed forces.
The Defender noted that
the current border situation should be viewed from the perspective of human
rights that they would not become secondary and the opportunities of the state
to protect them do not become limited; the Defender underlined that human
rights and security complement and do not contradict each other.

of Armenia detailed that due to the unlawful actions of Azerbaijan, people were
deprived of their houses, lands, grasslands, which belonged to them even during
the Soviet times, as a result of which not only social but also serious
security problems have arisen
Mr. Arman Tatoyan
stressed that the demarcation with Azerbaijan without creating a security zone,
without removing the Azerbaijani armed forces, their signs and cameras, will
not only fail to ensure the rights of the citizens of Armenia and especially
the border residents, but will also cause further tensions and violations of
rights.
The Defender noted that
the main reason and source of the violations of the rights of the Armenian
borders residents by the Azerbaijani armed forces is the policy of Armenophobia
and enmity of the Azerbaijani authorities, which has reached levels of fascism.
In such political conations, the creation of a security zone is fundamental.
Moreover, this proposal has been in Resolution 2391 (2021) of September 27,
2021 of the Parliamentary Assembly of the Council of Europe (PACE).
The Human Rights Defender
stressed that the Armenian civilians and servicemen still held in Azerbaijan
are captives and should be freed and return to their homeland immediately without
any political or other preconditions; the Azerbaijani authorities are
artificially protracting and politicizing the issue, grossly violating the
rights of the captives and their families, causing them sufferings and
increasing tensions in the society.
The parties of the
meeting agreed to widen the sphere of joint work.
