Recently, their activities have significantly
increased sharply.
Moreover, the construction of new roads is ongoing,
the number of servicemen and their armaments have increased. They are
continuously conducting engineering work and are reinforcing their positions.
This refers to the unlawful Azerbaijani positioning of
the armed forces in the sovereign territory of the Republic of Armenia and
their criminal acts.
They are positioned on those lands that belong to
citizens of Armenia, based on rights confirmed by legal documents
This information is confirmed by evidence and verified
data from several sources during the monitoring activities of the Office of the
Human Rights defender of Armenia, including its sub-division in Gegharkunik
province.
These are the positions from which the Azerbaijani
servicemen commit terrorist criminal acts against the civilian population of
Armenia: They regularly shoot in the direction of Verin Shorja, Sotk, Kut, and
other villages of Gegharkunik province, and specifically in the direction of
civilian houses, and set fires e to the pastures and grasslands of the
civilians. The servicemen of these Azerbaijani positions have conduct theft of
the livestock of the residents of the Armenian villages.
The presence of the Azerbaijani armed forces in the
vicinity of the villages of Armenia, in the sovereign territory of the Republic
of Armenia is a violation of the rights to life and security, property, the
right to earn a family income and other fundamental rights of the residents of
the villages. The presence of the Azerbaijani servicemen disrupts the peaceful
life of the Armenian population.
Therefore, the process of creating a demilitarized
security zone around the borders of Armenia with Azerbaijan and the removal of
the Azerbaijani armed servicemen form the vicinity of the villages and from the
roads between the communities of Armenia should start immediately.
The proposal of the Human Rights Defender of Armenia
has already been included in an international instrument- in Resolution 2391
(2021) of September 27, 2021 of the Parliamentary Assembly of the Council of
Europe (PACE). The Human Rights Defender will send relevant reports about this
situation to international organizations, to the State bodies of Armenia, and
to civil society organizations.
It is evident that the basis of these criminal
harassments and the gross violations of human rights is the same: The policy of
Armenophobia and enmity, and of ethnic cleansing and genocide of the
Azerbaijani authorities. This policy has institutional basis, and until the
perpetrators are punished, the violations will not end, and the security of the
people will not be guaranteed.
