The
Head of Department General for Human Rights Protection in the Criminal Justice
and Armed Forces of the Office of the Human Rights Defender Mr. Artyom
Sedrakyan the members of the Delegation of the Armenia-France Friendship Group
of the French National Assembly
Mr.
Artom Sedrakyan presented in detail the facts of the violations of the human
rights of the border residents of Armenia in the post-war period, including the
issues arisen as a result of the unlawful placement of a Azerbaijani police
checkpoint on the Goris-Vorotan section of the road which were recorded by the
fact-finding activities on site. Mr. Sedrakyan noted that it is wrong to view
the issues related to the state border of Armenia only from the
military-political point of view, as human rights issues become secondary, and
the opportunities to protect those rights become limited.
Mr.
Sedrakyan presented the position of the Defender: That the criminal acts of the
Azerbaijan servicemen are directly targeted against the rights to life, to
private property and other fundamental rights of the civilian population of
Armenia. These acts are also aimed at depriving the civilian population from
the opportunities to raise livestock and earn a family income.
The
Adviser to the Human Rights Defender Mr. Sergey Ghazinyan emphasized that the
Azerbaijani authorities are artificially protracting and politicizing the
process of the return of the Armenian captives, grossly violating the rights of
the captives and their families, causing them sufferings and increasing
tensions in the Armenian society.
The
war crimes of the Azerbaijani armed forces during the war of November-December
2020 in Artsakh, and evidences on how Armenophobia and killing of Armenians are
encouraged by the highest authorities of Azerbaijan were also presented. The
proof of this is the opening of a so-called "exhibition-park" in Baku
dedicated to the September-November 2020 war.
At the end of the meeting, the parties reached
an agreement on further cooperation in human rights protection.
