80 of the 110 large
cattle grazing in the mountain plateau called “Gogi Ler” of Vayots Dzor province’s
Sers village had approached the Azerbaijani positions, of which the Azerbaijani
servicemen stole 75 and did not return. The incident took place on August 16,
around 10:30 a.m. The Human Rights Defender was alerted about the incident by
two victims.
They notified that from a
distance of 800-900 meters the saw how 3 Azerbaijani servicemen came out of
their trenches and approached the animals. The continued monitoring the actions
of the Azerbaijani servicemen, one of whom approached around 300 meters, moved
the animals from the gorge; afterwards, the 3 Azerbaijani servicemen took the
animals to their positions.
The Azerbaijani
servicemen were armed, therefore out of security considerations the 2 residents
did to approach them, and could not return the animals.
According to the
citizens, they applied to the provincial administration of Vayots Dzor
province, to the Head of the community, to the Border Guard Troops of the NSS,
and to the army corpus.
Representatives from the
provincial administration visited them and recorded the incident; they notified
that it is necessary present certificates about the animals from the bank and
the community.
According to victims, they
bought the large cattle through an agricultural loan, which amounts to around 8
million Drams; They do not know how will they continue paying back the loan.
Using these evidences,
our State should initiate such process on international platforms, that will
provide the opportunity to force Azerbaijani authorities to compensate people
for causing these issues.
Based on the established
procedure, we will of course send letters to the Government to understand their
position on finding immediate solutions for these people until such processes
are initiated on international platforms. We are prepared to work jointly on
any issue.
Note: The citizens
thought about an interesting step to return the 75 heads of cattle; they
approached the border with newborn calves, whose noises made 5 of the large
cattle instinctively return.
