The incident that took
place today in the session hall of the National Assembly of Armenia during the
discussion of the Government program is extremely worrisome. The Parliament
must guarantee the restoration of solidarity in the society and serve the daily
concerns and rights of the people.
The violence against Ms. Anna
Mkrtchyan, a female deputy of the opposition faction, through the involvement
of a large number of servicemen, is strongly condemnable.
There are international
requirements that guarantee freedom of political expression and set out the limits
for that freedom. Therefore, concrete rules should be adopted based on them, so
that the debates in the Parliament form proper public discourse and do not lead
to such vicious phenomena disrupting the human rights system.
And in general, it is
very worrisome that servicemen in military uniforms have recently been widely
involved in ensuring the security of the National Assembly, the body formed
with a primary mandate, and thus creating a public impression of the parliament
being a militarized body.
Meanwhile, the National
Assembly, as the highest representative body, is the main guarantor of
democracy in the country.
