Based on the decision of the
Defender, the Department of the Prevention of Torture and Ill-Treatment
(National Preventive Mechanism) and experts of the National Preventive
Mechanism conducted two-day unannounced visits to the detention facilities in
Lori province.
In particular, monitoring was
carried out in Vanadzor penitentiary institution, the Lori provincial psycho-neurologic
dispensary, the Spitak and Tashir divisions of the provincial police department
of Lori, as well as the Taron and Bazumi police divisions and detention
facilities of the Vanadzor city.
The representatives of the
Defender examined the conditions of detention of persons deprived of their
liberty, the sanitary and hygienic conditions in the institutions, the problems
related to medical care, the proper maintenance of medical documents, the compliance
with the expiry dates of medicines and food, the working conditions of
employees, etc.
Private interviews were also
held with the persons deprived of their liberty and the employees of
institutions.
The recorded issues were
discussed with the heads of the institutions. The summaries of the analytical
reports, together with the registered problems and proposals for their solution
will be sent to the competent state bodies.
