The
head of the pre-election headquarters of the “Armenia” alliance has submitted a
complaint to the Human Rights Defender of Armenia, alleging that the Court of
General Jurisdiction of Yerevan has issued an unsubstantiated search warrant,
based on which illegal actions are being taken against the heads of the
alliance’s headquarters in the city of Sisian in Syunik province.
According
to the complaint, the stated purpose of the court permit was the existence of
ballot printers, ballots, and other items related to the electoral process in
the alliance’s Sisian headquarters. In
particular, the issue raised by the complaint is that instead of conducting
investigative actions on the spot, the law enforcement bodies want to detain four
members of the “Armenia” alliance in Yerevan, which means they will not be able
to participate in the electoral process during the entire election day, which
will paralyze the operations of the electoral headquarters of the alliance in
the city of Sisian.
Based
on the complaint, the representatives of the Human Rights Defender posted in the
Syunik province, left for Sisian. They will investigate all the allegations outlined
in the complaint on site, and will seek clarification on what substantiated
grounds separate investigative or other legal actions are to be carried out in
Yerevan. [The Human Rights Defender’s Office] will especially take into
consideration the election day duration, the time spent on the transfer of the
representatives of the headquarters, as well as the time spent on the
investigative actions in Yerevan.
At
the moment, the Human Rights Defender finds it necessary to note that the legal
standard should be that that the police and other law enforcement bodies should
conduct their actions in such a way that they do not create obstacles that
hinder the participation in the electoral process of any political force,
especially on election day.
