The
leading figures in the ballot of each political force play a key role during
the election campaign. They are considered candidates for Prime Minister,
meaning persons who aspire to become the head of the executive power of
Armenia.
The
behavior and rhetoric of the Prime Ministerial candidates are especially under
the direct attention of the Human Rights Defender of Armenia, taking into
consideration that the campaign is taking place in a tense atmosphere and there
is a high level of intolerance. Therefore, this statement refers directly to
the candidates.
The
role of the acting Prime Minister of Armenia is objectively unique, because in
addition to being a politician and a candidate for Prime Minister, he continues
to maintain the current status of the head of the executive power of Armenia,
regardless of whether he is on leave or not. That is why he is responsible for
eliminating tension and violence in the country and ensuring solidarity. Due to
this fact, the Prime Minister’s rhetoric falls within the direct competence of
the Human Rights Defender.
In
this regard, it is very worrying for the acting Prime Minister of Armenia to
display a hammer during several days of pre-election speeches, to speak about
sledgehammers, and then to make pictorial comparisons while displaying the
object.
