The
state is obliged to guarantee the unobstructed professional activity of
journalists in the entire electoral process or in covering events. For that
purpose, the political forces participating in the elections should do their
best.
The
state has a high level of responsibility, especially in ensuring the protection
of journalists carrying out their professional activities during rallies.
Obstruction
of journalistic activity is unacceptable and it must receive a rapid and proper
legal assessment. The state, including law enforcement bodies, must respond rapidly
and effectively.
It
is through the activity of journalists that the citizens and the whole society
are informed about the programs and goals of the participants in the electoral
process, and what are they prepared to do to promote human rights and the
improvement of the people’s condition. As a result, they are able to make an
informed and confident decision in the matter of choice.
Any
violation or other obstruction of a journalist carrying out their professional
activities not only endangers the rights of the journalist, but also has a
negative impact on the right
of the public to be informed, to express opinion and other rights.
The
Human Rights Defender reaffirms his principled viewpoint that the strong
protection of the freedom of expression and freedom of speech is fundamental in
a democratic society. This is especially important in electoral processes.
Journalists
and representatives of the media have an irreplaceable role to play in public
debates and decision-making processes in a democratic society as watchdogs, by
exchanging information and ideas, and creating common platforms for their
discussion.
Unfortunately,
there are still misconceptions about the activity of journalists not only within
the society but also within the state authorities.
Any
given official or public figure must clearly realize that the notion that a
journalist is obstructing their activities is only a stereotype and the result
of a misconception.
Every
public figure should consider that a selective approach or public targeting of
a journalist or a media outlet has a negative impact on society, including on social
networks, and it leads to new negative of the journalist.
It
is critical for political forces to send messages to their supporters about the
role of journalists and the importance of their activity. This will allow to
avoid possible tensions.
On
the other hand, from the point of view of forming correct ideas about a
journalist, it is necessary for journalists to carry out professional
activities in accordance with the principles of responsible journalism; from
choosing a headline for a journalistic material to ensuring the versatility of
that material.
Such
approaches make the journalist invulnerable, enable him to more effectively
implement the protection of their professional work.
Therefore,
the Human Rights Defender asks journalists to apply to the Office of the Human
Rights Defender in case of any professional obstacles to their activity,
including the 116 hotline. Necessary measures will be taken in each case within
the mandate of the Human Rights Defender.
Issues
related to journalists are under the direct attention of the Human Rights Defender,
as well as under the separate monitoring of the working group within the Office
of Human Rights Defender.
