The President of the Republic, Armen Sargsyan,
and the Human Rights Defender, Arman Tatoyan, visited the village of Chakaten
in the Syunik region. During the visit, the residents informed that due to the
presence of the Azerbaijani military on the road from Kapan to Chakaten,
Shikahogh and other villages, they are avoiding the use of this road,
especially during the evenings. The Azerbaijani military is threatening the
physical security of the residents of the villages. There are billboards and
flags on that road, which serve as an excuse for the placement of the military.
It has disturbed the free movement of the
peaceful residents on that road. As a result of these, and taking into
consideration their and their families’ security, the villagers are refraining
from the use of that road during the evenings even for basic needs (for
example, going to and coming back from work or medical institution).
Moreover, according to the information given
by the residents of the villages and the communal bodies, cases of shootings
are being registered in the immediate vicinity of the villages. According to
the alarming calls, the shootings are easily audible in the villages, and are
aimed at terrorizing the peaceful residents, especially the women and children.
The residents also presented security and
social issues to the President of the Republic and the Human Rights Defender.
The Human Rights Defender has reaffirmed his
position that the deployment of the Azerbaijani armed forces after the war,
including the flags and the billboards have no legal basis, should be removed
from those areas, and a demilitarized security zone should be established.
That issue was also addressed by the President
of the Republic.
The offices of the President of Armenia and
the Human Rights Defender of Armenia will summarize the results of the joint
visit and relevant steps (including joint steps) will be undertaken according
to the competencies.
