Teachers, parents, and pupils of Gyumri Basic School
No. 25 addressed complaints to the Human Rights Defender in connection with the
appointment process to the vacant position of director.
In particular, they noted that their opinion had
not been considered in the decision-making process on the appointment of the
director to the vacant position.
In the complaints the applicants noted that
the requirements set by the law, including deadlines, had not been met in the
process of appointing the director to the vacant position, and the interviews
with the candidates had no legal basis. Besides, a number of teachers and
parents of pupils alerted about threats and pressure on them.
Considering that the administrative procedures
had a negative impact especially on the rights of children, the educational
processes had been disrupted in the school and a tension exists, the Human
Rights Defender's Office has initiated a discussion proceeding.
Relevant letters were addressed to the
Governor of Shirak region and the Deputy Prime Minister of Armenia.
