Yesterday, on December
28, the placement of a sign depicting the map of Azerbaijan in the section of
the road connecting Goris City to Vorotan village of Armenia has caused deep
concerns in Goris, Vorotan, and other peaceful communities. The same applies to
the placement of Azerbaijani flags in that segment of the road, and near
Vorotan village.
The residents of these
communities presented alarming-calls to the Office of the Human Rights Defender
of Armenia, which are related to t to the rights to life, to physical security
and immunity, to property and other vital rights. The alarming-calls revealed
that the above-mentioned facts are violating their rights.
A detailed study was
initiated immediately at the Office of the Human Rights Defender. Both the
observations of the central and regional subdivisions of the Office of the
Human Rights Defender, and the alarming-calls of the communal bodies and
residents of the communities were analyzed.
It became apparent that
the Azerbaijani armed servicemen placed a sign between the border communities
of Armenia, which read “Welcome to Azerbaijan”. The map in the sign is depicted
in a manner where it shows some parts of the Syunik region, and several other
communities as falling within the borders of Azerbaijan. It is obvious that
this is done with the intention to foment such a perception. The sign is placed
on the road connecting two Armenian civilian communities.
The results of the study
clearly confirm that the mentioned step of the Azerbaijani military was done in
a way that violates the rights of the residents of border communities of
Armenia, openly terrorizing them (foremost children, and women).
This is an absolutely
reprehensible step and has a clear intention to terrorize peaceful residents,
taking into consideration the torture, inhuman treatment and other war crimes, and
the ethnic cleansing that the Azerbaijani armed forces committed against our
population especially during and after the September-November war.
Such steps are reprehensible
against the background of the continuous state policy of Armenophobia and the
encouragement of the murder of Armenians in Azerbaijan, as well as an open call
for war against Armenia is done by Azerbaijanis who have public recognition in
that country and have declared themselves as a human rights defenders (the
Human Rights Defender of Armenia has registered the necessary evidences).
