On November 27, the Human
Rights Defender Mr. Arman Tatoyan had a working discussion with Ms. Tanya
Lokshina, Human Rights Watch Deputy Regional Director for Europe and Central
Asia.
By doing so, Azerbaijan
has an intention to create an atmosphere of uncertainty and tension in the
Armenian society, undermine the mental immunity of the society, and cause
mental suffering to the families of dead servicemen, missing persons and
captives.
According to Arman
Tatoyan all that is an integral part of the coordinated policy of propaganda of
Armenophobia, torture and inhuman treatment. Moreover, perpetrators of torture
and ill-treatment and their spread are encouraged.
In the current situation, the release of captives and their
safe return, the exchange of bodies is an urgent issue that needs to be solved
as soon as possible.
During the meeting, the Human Rights Defender outlined his conviction that, the targeting of civilian population, the use of prohibited weapons
against them, the involvement of terrorist mercenaries, Armenophobia,
atrocities and inhuman treatment evidences the Azerbaijani policy to carry out
ethnic cleansing in Artsakh by terroristic methods, which continues to this
day.
The Defender conveyed
his appreciation to the Human Rights Watch for the special report confirming
the use of prohibited cluster munitions by Azerbaijan against the civilian
population.
