The
Human Rights Defender, Mr. Arman Tatoyan, participated in the annual
international online Conference dedicated to the exchange of the best practices
of ombudspersons in the Eurasian region.
This
important annual event is organized by the High Commissioner for Human Rights
of the Russian Federation, Ms. Tatiana Moskalkova. The Third International
Conference of Ombudsmen in the Eurasian Region was also attended by ombudsmen
from other countries and the heads of various international organizations.
In
his speech, Mr. Arman Tatoyan highly valued the cooperation with the High
Commissioner of the Human Rights of the Russian Federation, emphasizing that
they have been in constant contact since the beginning of the war, discussing
the current situation.
The
Human Rights Defender of Armenia of Armenia considered the annual international
Conference in Moscow as a leading example of effective cooperation, which is an
important platform for the protection of human rights and the exchange of
experience in this field.
The
Human Rights Defender Mr. Arman Tatoyan presented the involvement of the
National Human Rights Institution of Armenia in the implementation of the
judgments of the European Court of Human Rights an international best practice.
It was noted that the European Court of Human Rights granted the Defender's
motion and granted a leave to intervene as a third party in Hakobyan v. Armenia case.
Mr. Arman
Tatoyan presented the experience of the National Human Rights Institution (NHRI)
of Armenia in the implementation of the European Court judgments, during which the
Defender also cooperates with the state bodies and civil society partners. The
Defender emphasized that the introduction of this practice since 2018 has
yielded great results, which is also due to high-level cooperation with the
Directorate General of Human Rights and Rule of Law of the Council of Europe.
During
the Conference Mr. Arman Tatoyan also referred to the peculiarities of the
Defender's activities during the State of Emergency declared due to the Novel
Coronavirus (COVID-19) pandemic, as well as the challenges in the protection of
human rights. The Defender stressed that effective cooperation and discussions
took place with the High Commissioner for Human Rights of the Russian
Federation for the effective protection of human rights during the COVID-19
epidemic and the exchange of experience. The regular discussions on the
protection of the rights of Armenians living in Russia and the joint receptions
of citizens are also separate work directions.
"The
Project on Protection of Human Rights in Biomedicine", implemented for the
first time in the territory of the Council of Europe, initiated by the Armenian
Human Rights Defender in cooperation with the Council of Europe, was introduced
to the participants of the Conference. The purpose of the Project is to raise
public awareness about the human rights standards in biology and medicine, to
strengthen the capacities of lawyers, doctors and state bodies in applying those
standards, and to ensure the application of the provisions of the Oviedo Convention
in the field of biology and medicine in our country.
Mr. Arman
Tatoyan also presented the particularities of the involvement of NHRIs in conflict
and post-conflict zones, in particular, the importance of independent and
impartial work of NHRIs in those situations and the presentation of impartial
information to the world.
The
Defender informed his international partners that he is actively involved in
the humanitarian process of exchanging Armenian captives and bodies of the
victims as a result of the Azerbaijani armed attacks since September 27, 2020,
and that he is in constant contact with the International Committee of the Red
Cross and Armenian state bodies. It was
noted that, from the onset, the protection of the human rights of our compatriots
have been at the attention of the Human Rights Defender's Office round-the-clock,
and that all the necessary measures have been taken to the maximum extent of
the Defender's mandate.
Issues
related to the protection of human rights in the Eurasian region, in particular,
issues on the cooperation of NHRIs with the European Court and ensuring of
human rights in the context of the coronavirus pandemic, were discussed during
the Conference.
