It is unacceptable and
condemnable the screening of a video (image attached) containing swearing and
hatred on the big screen placed in the Republic Square of Yerevan late last
night.
How is it possible that a
video containing murder threats and which encourages violence with insults to dignity
be screened widely in the Republic Square, let alone on these responsible days?
How can such a video be
screened, knowing full well, that it will be watched by women and children?
It is obvious that this,
which in fact provokes internal hostility, was done by an illegal decision or
permission of a public authority or official.
Dear Compatriots,
Now, more than ever, we
need solidarity and consolidation, respect to each other’s dignity and speech,
irrespective of political or other views.
I ask the citizens to
refrain from saying or even spreading words containing hatred and insulting
expressions; such materials only serve to increase the tensions in the country
and can lead to violence.
As the Human Rights
Defender, I will certainly take charge of the issue of the body or the official
responsible for the screening of such a video in the Republic Square.
Therefore, I strongly
demand from all those persons who hold state or public positions to be vigilant
in their own actions, especially in public speech; Non-working hours or days
cannot be an excuse for an official to commit illegal acts.
You are only obliged to
perform the functions that are assigned to you by the Constitution, law or
other legal act. You have a specific legal status, and are limited to that
status. Any deviation can result in a legal liability.
P.S. An ascertainment
should be made for everyone: the mandate of the Human Rights Defender does not
extend directly to citizens or individuals.
The Human Rights Defender
protects citizens from the state, not the state from the citizens.
