We
are sending the second interim report in English to international organizations
in connection with the shelling by the Azerbaijani armed forces in the
direction of Armenian Tavush region on July 12-14. Special emphasis is made on
the protection of civilian settlements, the health, life and property of their residents.
As
the previous one, this report will also be sent to the UN Human Rights Council
through a separate procedure. It should be particularly emphasized that only
national human rights institutions with "A" international status have
such an opportunity.
The
report also reflects the information that the Azerbaijani side has deployed its
own artillery batteries near the peaceful population, in settlements, so that
the retaliatory fire of the Armenian side is directed at its own population.
The
Office of the Human Rights Defender of Armenia continues to carry out human
rights activities, maintaining direct contact with Movses, Chinari, Aygepar,
Berd and a number of other communities in Tavush region, as well as with the
Tavush Regional Administration and the RA Ministry of Defense through official correspondence.
