The examination of the complaints addressed to
the Human Rights Defender in 2019 shows the lack of awareness raising activities
for citizens on the procedure of receiving medicine free of charge.
In particular, in their complaints citizens claimed
that due to their social situation, they are unable to buy the necessary medicine.
The examination shows that the majority of the applicants belonged to those social
groups that are eligible to receive medicines from outpatient polyclinic
medical facilities free of charge or on favorable terms.
At the Human Rights Defender’s assistance, the
citizens received the necessary medicines included in the list of the essential
medicines of the Republic of Armenia, as well as were informed about their
rights, the procedures for obtaining medicines provided by international or
local organizations.
We would like to inform, that free of charge and
on favorable terms medicines are entitled to receive persons included in the
list (prescribed by the Government) of socially vulnerable or separate
(special) groups of the population and persons suffering from certain diseases.
According to the RA Government Decree N. 642-Ն of May 30, 2019, free of charge and on favorable terms medicine are
provided to socially vulnerable groups by the relevant polyclinic based on the
prescription of a specialist (in accordance with the list of essential
medicines of the Republic of Armenia).
