The Human Rights Defender Arman Tatoyan
presented another positively resolved story as a result of the work during the State
of Emergency, which is worth reading.
“It is nice to see the
positive results of the work done during the State of Emergency.
After declaring the State
of Emergency, a citizen applied to me informing that his wife and 3-month-old
child were left alone in Russia and could not return to Armenia.
The issue was urgent,
because the woman could not take care of the newborn alone, due to the
restrictions she had difficulties leaving the house and purchasing basic
necessities, while her husband, who had come to Armenia for a short time, could
no longer travel to Russia.
We began to examine the
case in urgent manner. The situation was complicated because the child was born
in Russia, the mother and child were Russian citizens, and the citizen, who applied
to me, held Armenian citizenship.
From the legal point,
some mandatory documents were not available.
The woman and her child
could not return to Armenia for the reunification of the family due to the lack
of those documents. Besides, all the flights were canceled.
As a result of the
examination of the case, we revealed that the citizen's wife was born in
Armenia and has an Armenian citizenship as well.
I immediately discussed
the issue with the Ambassador of Armenia to Russia at night and, at the
Ambassador’s advice, with our Consul.
It was necessary to act
quickly. There was a scheduled charter flight and a few days were left until
that flight.
After consulting with our
colleagues at the Embassy, we suggested to the citizen’s wife to apply to the
Embassy for obtaining the necessary document.
Thanks to the
round-the-clock work of the Ambassador and the Consul, the necessary documents
for the woman were quickly prepared. The successful return of the child and
mother to Armenia was organized by the charter flight.
While they were on the
plane on their way back to Armenia, we contacted the partners of the RA
Ministry of Health. We were in constant contact with the citizen who applied to
me, that is, the father of the family, as well as the Ambassador and the
Consul.
Finally, the mother and
her child arrived in Yerevan.
The family has already
reunited, is in self-isolation and safe.
Today, I personally and the
representative of Child’s Rights Protection Unit of my office spoke to the
family.
P.S. I am aware that
currently our compatriots have problems returning to Armenia. I am in daily
contact with the Ambassador of Armenia to Russia. We must all work together to
safely return our citizens to our country, guided by professional approach.”
