According to the Human
Rights Defender’s observation, the Draft Law on the freedom of information
prepared by the Ministry of Environment contains risks for unjustified
rejection.
According to the Human
Rights Defender, the Draft Law does not reflect the actual content of the
“Convention on Access to Information, Public Participation in Decision-Making
and Access to Justice in Environmental Matters” (Aarhus Convention of 1988) and
in practice may impose risks of unjustified rejection of providing information
on the environment.
The Defender attaches
importance to guarantees for the freedom of information in this field and civil
oversight over the protection of the environment through it.
The Draft Law is examined
by the Human Rights Defender’s Office from the point of view of compliance with international standards, and
the results will be presented to the National Assembly.
