Mother of a compulsory military serviceman
requested the Human Rights Defender’s assistance to undergo a free of charge
surgery.
The citizen informed that she underwent
medical examinations, as a result of which an immediate gallbladder surgery was
instructed. In order to carry out the mentioned surgery free of charge
guaranteed by the state, the medical center requested to submit a certificate
confirming the status of a serviceman's family member, otherwise, according to
them, the surgery should be paid for. The citizen stated that due to health
problems, she could not leave the medical center, go to the military commission
of the permanent residence and obtain the required certificate.
The issue raised in the framework of the
rapid response was discussed with the administration of the medical center. The
Human Rights Defender's representative referred to the current legislation,
that if urgent hospital treatment is needed, family members of servicemen may
receive medical care and services based on a referral from the ambulance
service or the conclusion of the medical center’s reception doctor, provided
that identity and other relevant documents would be provided to the medical
center within two working days.
As a result, the administration of the
medical center expressed readiness to perform the surgery.
Later, the citizen informed that she had
undergone the surgery, after which she submitted the necessary document to the
medical center.
