Today, the Human Rights Defender had a meeting with the Director General of the Directorate General of the Council of Europe on Human Rights and Rule of Law Philippe Boillat in Strasbourg.
During the meeting Ph. Boillat stressed the importance of the new law on the Human Rights Defender expressing his willingness to further expand the existing cooperation. In this regard, it was agreed to enhance joint projects and implement new ones towards the protection of the rights of persons deprived of liberty, military servicemen and in other fields. The close cooperation with civil society and media representatives has been also highlighted.
The Defender also discussed with Philippe Boillat the issue of extradition of Alexander Lapshin. In particular, A. Tatoyan noted that the decision on his extradition is politically motivated, directly endangers the freedom of expression and is an attempt to create an unacceptable precedent. It grossly violates the European system of protection of rights. Visits of journalists to Artsakh have a preventive role and cannot be a subject to any prosecution. According to A. Tatoyan, this case makes it more urgent that the visits to Artsakh and the participation in international processes by the Ombudsman of Artsakh and civil society should be increased.
The Defender also handed to Ph. Boillat the report on the results of the armed attacks in Chinari village by Azerbaijani military forces in the end of December 2016 and in the beginning of January 2017. A special interactive report was prepared, which fully reflects the results of the fact-finding activities.
