On
April 21, at the extraordinary session of the Standing Committee on Human
Rights Protection and Public Affairs of the National Assembly of the Republic
of Armenia, the Human Rights Defender of the Republic of Armenia, Ms. Anahit
Manasyan, presented the 2024 Annual Report on the activities of the Human
Rights Defender of the Republic of Armenia, the state of protection of human
rights and freedoms https://shorturl.at/WHYMa, and the 2024 Annual Report of
the Defender as a National Preventive Mechanism https://shorturl.at/MFfkT.
The
Defender emphasized that the Annual Report and NPM Report include several
innovations. For example, in addition to the traditionally presented problems
related to human rights, a number of new issues have been addressed that have
not been systematically analysed before. Their number exceeds 3 dozen.
"This
year we have spoken about the use of disproportionate force and special
measures by the Police, freedom of assembly, protection of human rights in the
armed forces, protection of the rights of persons deprived of their liberty,
investigation of cases of torture and other forms of ill-treatment, public
noise, the rights of the elder people, failure to provide compensation for
apartment rents of convicts who are being released from prison and have no
place to live, the implementation of demolition works in an apparently unlawful
manner, and other issues," said Ms. Anahit Manasyan.
The
Human Rights Defender specifically addressed the protection of the rights of
children, women, national minorities, persons with disabilities, the field of
equality and anti-discrimination, and issues related to the cases of
obstruction of the professional activities of journalists, which were under her
attention during 2024.
In
her speech and during the Q&A session, Ms. Anahit Manasyan touched upon
numerous problems recorded in the field of human rights protection, especially
emphasizing the willingness to properly cooperate with the competent
authorities in implementing the recommendations presented to resolve them. The
annual reports of the Defender summarized the results of the activities of the
Human Rights Defender’s Office of the Republic of Armenia during the previous
year, the analysis of existing problems, as well as the Defender's recommendations
for overcoming them.
The
Human Rights Defender submits the annual reports to the National Assembly on
the basis of the Constitution of the Republic of Armenia and the Armenian
Constitutional Law "On the Human Rights Defender", taking into
account the existing international methodology for the reports of the Human
Rights Defender institutions.
Targeted
discussions will be held on the submitted recommendations during the year at
the initiative of the Human Rights Defender, with the involvement of competent
authorities and civil society.
