On
February 24, the Human Rights Defender of the Republic of Armenia Ms. Anahit
Manasyan conducted an unannounced visit to "Artik" Penitentiary
Institution of the Ministry of Justice.
Accompanied
by Mr. Levon Hovhannisyan, Head of the Penitentiary Institution, and the
representatives of the Human Rights Defender’s Office, Ms. Anahit Manasyan
toured the facility, examining the detention conditions of individuals held in
the penitentiary institution.
Ms.
Anahit Manasyan and the representatives of the Human Rights Defender's Office
held private interviews with persons deprived of their liberty, including
foreigners and those sentenced to life imprisonment, who raised various
problems.
Persons
deprived of their liberty have raised problems related to the possibility of
changing the type of security zone, conditional early release from serving a
sentence, obtaining identity documents, employment opportunities, the right to
health care, and a number of other problems.
The
Defender will thoroughly analyze the problems raised by the persons deprived of
their liberty and present the necessary recommendations to the relevant
authorities.
The
Human Rights Defender underscores that the state bears responsibility for ensuring
the rights of individuals deprived of their liberty or otherwise under its
jurisdiction.
The
protection of human rights in places of deprivation of liberty are constantly
under the direct attention of the Human Rights Defender.
The
Defender also emphasizes the importance of ensuring proper working conditions
for penitentiary staff, which will become a subject of special discussion
within the framework of communication with the competent authorities.
