Ms.
Laura Gasparyan, Head of the Department for the Prevention of Torture and
Ill-Treatment and Coordinator of the Implementation of the National Preventive
Mechanism of the Human Rights Defender’s Office, in a training session on
monitoring the implementation of the European Commission’s recommendations
concerning the procedural rights of suspects and accused persons in pre-trial
detention, as well as the material conditions of detention on December 8 and 9
in Paris (France).
Within
the framework of the discussions, the guidelines on monitoring activities
conducted by National Preventive Mechanisms in the field were presented.
The
mandate of the National Preventive Mechanism, as well as the 2023/681 EU
recommendations addressed to EU Member States in the relevant field, were also
presented.
The
training was organised with the support of the joint European Union-Council of
Europe project "Support to Council of Europe for EU network of prison
monitoring bodies" (European NPM Forum).
