On
August 19-22, on the instruction of the Human Rights Defender, representatives
of the Human Rights Defender’s Office conducted visits to military units
located in Syunik Province, the MoD Military Unit N, a military hospital, a
military commissariat, as well as Military Police divisions in order to get
acquainted with the state of protection of the rights of servicemen to conduct
monitoring, as well as to properly examine complaints addressed to the
Defender.
During
the visits, a number of issues related to human rights in the armed forces were
observed, including social security, women's rights in the Armed Forces, the
certification process, living conditions in military units, availability of
medicines, provision of medical services, compliance with restrictions based on
servicemen’s health conditions, proper maintenance of discipline, the
characteristics submitted by schools first to the military commissariats and
subsequently to the military units, the rights of citizens involved in training
camps, housing for servicemen, renovation of service apartments and
construction of new apartments, hygiene of servicemen, including the
possibility of more frequent bathing, releases, vacations, staffing and
equipment of the military hospital, etc.
The
representatives of the Human Rights Defender’s Office held meetings with the
commander of the military unit, the command staff of the military units, the
head of the military hospital, the military commissar of Syunik Province, and
the heads of the Military Police divisions. A number of issues related to the
rights of servicemen and their family members, as well as issues aimed at
improving the sector were discussed.
Within
the framework of their visits to military units, the Human Rights Defender’s representatives
also had private interviews with conscripts, reviewing the matters raised by
them concerning medical care, vacation provision, the enhancement of
discipline, various issues related to their family members, and other concerns.
A number of issues raised by servicemen were resolved on site.
Several
matters raised by both officers and conscripts have been recorded by the Human
Rights Defender's Office, they will be summarized and, with recommendations for
appropriate solutions, will be submitted to the competent partner state bodies
within the shortest possible timeframes.
As an
independent constitutional body exercising external oversight over the armed
forces, the Human Rights Defender will continue to pay special attention to
issues related to the rights of servicemen and their family members, and for
this purpose, visits to various military institutions and military units will
continue to be conducted on a regular basis.

established with the Ministry of Defense, within the framework of which
numerous human rights-related issues raised by servicemen are being resolved.
