With
the support of the Human Rights Defender of the Republic of Armenia, the issue of
receiving social support for a person displaced from Nagorno-Karabakh has been
resolved.
The
citizen applied to the Defender, informing that their family members had
submitted relevant applications to the Unified Social Service of the Ministry
of Labor and Social Affairs of the Republic of Armenia in order to benefit from
the social assistance program for displaced persons. According to the
applicant, the applications of some family members were approved, while the
applications of the applicant and their two minor children were rejected.
The
Human Rights Defender's Office requested clarifications from the relevant state
body and conducted additional examinations.
According
to the clarification, the citizen's personal data was entered incorrectly in the
lists of residents of Nagorno-Karabakh living in the Republic of Armenia as of
September 19, 2023 provided by the Operational Headquarters, which makes it
technically impossible to identify the person and include them in the payment
list.
With
the support of the Human Rights Defender, the citizen collected additional
documents and submitted them to the Ministry of Labor and Social Affairs of the
Republic of Armenia. Subsequently, based on the consultation provided by the
Human Rights Defender's Office, the individual applied to a notary office and
received a decision confirming the legally significant fact of ownership of the
document, which was again submitted to the the Ministry of Labor and Social
Affairs with the support of the Human Rights Defender's Office and as a result
of cooperation, it was possible to resolve the issue by including the
applicant's personal data in the payment lists.
As a
result, on June 30, 2025, the citizen informed the Human Rights Defender’s
Office through an additional application that he had received the entire
payment, including the amounts not provided in previous months.
We
consider it necessary to emphasize that the Human Rights Defender once again
reaffirms her willingness to support, within the framework of her mandate, the
protection of the rights of persons forcibly displaced from Nagorno-Karabakh.
