The annual report on the activities of the Human Rights
Defender of the Republic of Armenia as a National Preventive Mechanism for 2024
has been published.
For the first time the annual report of the National
Preventive Mechanism includes, in a separate chapter, a summary of the results
of the implementation of the suggestions submitted on the activities of the
Human Rights Defender of the Republic of Armenia as a national preventive
mechanism for 2023.
In this regard, during the year, at the initiative of the
Defender targeted discussions were organized with the participation of
competent state authorities and representatives of civil society with the aim
of implementing the submitted suggestions and resolving existing problems in
the field of human rights protection.
In the report, the state of ensuring the rights of
persons with mental health problems in psychiatric institutions, persons
deprived of their liberty in the penitentiary institutions under the Ministry
of Justice of the Republic of Armenia, and the detention facilities of the
police units under the Ministry of Internal Affairs of the Republic of Armenia
were examined in detail.
The report analyses the conditions of temporary detention
cells for persons deprived of their liberty in courts, as well as the comfort
of vehicles for their transportation and the issues related to ensuring
sufficient conditions during transportation, for the resolution of which
suggestions were submitted.
The report addresses, in a separate chapter, the issues
of the legislative prohibition of torture, inhuman or degrading treatment or
punishment and its practical application, the existing problems in the field of
investigation of the mentioned cases, as well as other problems recorded by the
National Preventive Mechanism. Additionally, a separate chapter presents the
results of the monitoring of the state of ensuring the rights of persons held
in round-the-clock care institutions.

Anahit Manasyan specifically emphasizes the importance of effective and
coordinated cooperation with competent authorities in resolving problems
recorded in the field of human rights protection.
