The 2024 Annual Report on the activities of the Human
Rights Defender of the Republic of Armenia, the state of protection of human
rights and freedoms has been published.
The annual report of the Defender summarizes the results
of the activities of the Human Rights Defender’s Office of the Republic of
Armenia during the previous year, the existing practical and legislative
problems in certain areas, as well as the Defender's suggestions aimed at
resolving them.
In particular, within the framework of the 2024 annual
report, the issues of ensuring socio-economic rights, protection of rights in
the field of criminal justice, freedom of peaceful assembly, protection of human
rights in the armed forces, ensuring the rights of the children and their best
interests, protection of the rights of persons with disabilities, protection of
the rights of older people, protection of the rights of persons forcibly
displaced from Nagorno-Karabakh, rights of national minorities, equality and
prohibition of discrimination, as well as a number of systemic issues were
analyzed.
For the first time, within the framework of the annual
report, a separate reference was made to the implementation of the State
Support Program for Housing for Families with Children for 2024-2026, the
assignment of financial assistance in connection with the birth of the 3rd and
every new born child in the family, the issue of not providing rent
compensation for housing to convicts who are released from prison and do not
have a place to live, as well as the protection of the social rights of
Armenian citizens in foreign countries.
The annual report also includes a separate comparative
analysis of the long-standing problematic practice of detention, the
restriction of individuals' right to freedom of movement during criminal
proceedings, as well as the problematic issues related to the restriction of
the right to personal liberty.
Within the framework of the 2024 annual report, the
Defender also addressed problems in the following areas: protecting the mental
health of students in higher educational institutions, ensuring access to
education in higher educational institutions, protection of personal data,
proper assessment of the legality of police actions during assemblies,
unhindered implementation of the professional activities of journalists as a
guarantee of freedom of expression, and the right to receive legal assistance.
Within the framework of the annual report, special
attention was paid to the system of child rights protection, ensuring the
child's right to live in a family and organizing alternative care, the child's
right to communicate with parents, identifying, preventing, responding to
violence against children, and a number of other areas related to the
protection of child rights, and suggestions aimed at resolving them.
In the context of ensuring the rights of persons with
disabilities, special attention was paid to the issues related to ensuring the
right of persons with disabilities to live independently and be included in the
community, accessibility — including the accessibility of buildings and
structures that are under construction or renovation, as well as those that
have been newly constructed or reconstructed, the right to education and
several other rights, and to proposals aimed at solving them.
Human Rights Defender Ms. Anahit Manasyan considers the
proper cooperation with the competent authorities in the implementation of the
proposals aimed at solving the identified problems in the field of human rights
protection to be crucial.
Targetedd discussions will be held on the submitted
proposals during the year at the initiative of the Defender, involving
competent authorities and civil society.
