On January 17, based on the complaints and alerts
addressed to the Human Rights Defender, the representatives of the Defender
made an unannounced visit to the "Hospital for the Convicted"
Criminal Executive Institution.
Private conversations were held with persons deprived of
their liberty.
The relevant medical documents about their health were
studied, the conditions of detention, the state of ensuring rights and
compliance with the established requirements were examined.
The detained persons in the institution have raised
issues related mainly to the process of identifying a person with a disability,
receiving proper medical care and placing them in penitentiary institutions.
The Defender's representatives also had conversations
with the management staff of the "Hospital for the Convicted"
Criminal Executive Institution and the medical staff of the relevant department
of the "Penitentiary Medicine Center".
The results of the unannounced visit will be summarized
and appropriate letters will be forwarded to the competent authorities
regarding the recorded problems.
