On
October 23 and 24, the representatives of the Department for Prevention of
Torture and Ill-Treatment of the Human Rights Defender's Office conducted
unannounced monitoring visits to the detention centers, police departments, and
courts in Syunik and Vayots Dzor regions of the Republic of Armenia, as well as
Syunik regional neuropsychiatric dispensary.
Within
the framework of the visits, private conversations were held with the persons
detained in the mentioned institutions. The representatives of the Defender got
acquainted with their state of health and thoroughly examined the working
conditions of the detained persons and the personnel as well as the documents,
the state of ensuring their rights, and their compliance with the established
requirements.
In
contrast to the prior visit, there has been a notable positive change in the
organization of work at the dispensary. At the same time, overcrowding, a few
number of lockers, and other systemic problems were recorded, which are
currently being summarized. During the monitoring carried out in both regions,
the police representatives willingly cooperated and provided the requested
complete information.
Problems
were also recorded in the places of detention of arrested persons. In
particular, the meeting rooms are separated by a glass partition, which limits
the possibility of physical contact between people during the meeting.
Communication between the person deprived of liberty and the visitor is
organized through the telephone in the room, which does not meet the
established requirements.
The
results of the unannounced visits will be summarized and the recommendations
aimed at solving the recorded problems will be presented to the competent
authorities together with the appropriate analysis.
