The Office of the
Human Rights Defender, in cooperation with the German Foundation for
International Legal Cooperation (IRZ), organized a two-day professional
discussion entitled.
The rights and
protection of dependent persons with mental health issues in penitentiary
institutions and other places of imprisonment.
The two-day
professional discussions were led by German experts Ms. Sylvia Havlicek and Ms.
Tina Hübner. The event was held in a hybrid format.
During the
program, the mechanisms of protection of the rights of persons with mental
health issues, social labeling (stigmatization), elimination of discrimination,
methods of recording the problems of persons with mental health issues,
omissions of the institutions responsible for their care, and the methods of
finding solutions were discussed.
The primary
purpose of this exchange of experience between the Office of the Human Right
Defender and the German experts is to develop the participants' skills and to
learn about the German experience.
The event was
attended by the representatives of psychiatric institutions of Armenia,
including regional institutions, medical staff (directors, deputy directors,
doctors), the Armenian Psychiatric Association. Representatives from the
Ministry of Health, the Ministry of Labor and Social Affairs, the Ministry of
Justice, Penitentiary Service, as well as representatives of the Penitentiary
Medical Center SNCO of the Ministry of Justice.
