The
European Network of National Human Rights Institutions (ENNHRI) published a report
on the protection and promotion of the
rights of refugees and asylum-seekers, which considered the experience
of Armenia’s Human Rights Defender in the area of ensuring the rights of
migrants (refugees and asylum seekers) as one of best practices in Europe.
In
general, the objective of ENNHRI is the protection and promotion of human rights in Europe. The institution has a membership of around 40 National
Human Rights Institutions (NHRIs) from the EU and CoE. The Network serves as an
effective platform for the exchange of experience, provision of support and discussion
of general issues.
The
report discussed the Defender’s monitoring visits to places of deprivation of
liberty. The joint monitoring visits at border crossing points by Armenian and
Georgian Ombudsmen Offices was also noted.
The
stakeholder trainingsand discussions,
organized with the cooperation with the Armenian Office of the UNHCR and the
Armenian Red Cross Society, were noted as a good practice.
The international report of ENNHRI referred to the Defender’s Ad hoc Report on Ensuring
Rights of Refugees and Asylum Seekers,
hightlighting the Defender’s recommendations regarding the legislation and the decisions
of the Migration Service.
